Arming our schools for success SmartBlogs

The fallout from the tragic events in Newtown, Conn., continues to reverberate as various proposals have been created to discuss the best way to ensure that a similar event does not occur in one of our schools in the future. Listening to so many people with so many differing points of view state their case with solutions like armed principals, armed janitors, armed guards, etc. has been both tiresome and sad. At what point can we focus on some proactive steps to minimizing the chances of mass shootings in our schools, our theaters or any public place where someone with bad intentions could harm large numbers of innocent people?

If we are at the point where we truly believe that the trump card is a gun on top of another gun, then I think we are missing the bigger picture. One gun on top of another gun simply puts us at an impossible impasse. The long-term solution to this issue is one that takes guns out of the conversation and puts mental health at the forefront. The common denominator that needs to be the focal point of this conversation is not weapons, but mental health. Whether we are looking at Newtown, Aurora, Columbine or another of the tragic mass shootings that have occurred in recent memory, we will find that there is not only a gun, but also a mentally ill individual at the center of the event.

Thankfully, there are some references to this issue in President Barack Obama?s Now is the Time proposal that was unveiled recently. Unfortunately, it is at the bottom of the list of action items and not at the top. The bottom two items on the nine-point checklist:

  • Make our schools safer with new resource officers and counselors, better emergency response plans and more nurturing school climates.
  • Ensure quality coverage of mental health treatment, particularly for young people.

My point is not to get into a debate about guns or any of the other aspects of the president?s plan that focus on items unrelated to the area of mental health. But the fact of the matter is that our failure to deal with mental health issues proactively earlier has put us in a position where we have such a long list of items to resolve presently. If we orchestrated a plan where our children and their communities had access to the comprehensive support they need to deal with their particular social problems, we would be in a different position.

Just as our national vision for education has failed to keep pace with the reality of the world outside of our school doors, the vision of support for our children and their families has lagged well behind the current reality where the nuclear family is a minority and the need for a caring adults for every child is critical.

The improvement of our schools will not come as a result of more standardized tests or more weapons. The improvement of our schools will not come because of education policy or weapons policy. What is long overdue is the creation of more comprehensive social policies that proactively approach the increasing numbers of mental health issues that are the true cause of the horrific tragedies that we have seen far too often in the past decade.

Canada lynx enjoying snow at the zoo

Suamico - The Canada lynx at the NEW Zoo in Suamico are enjoying the snow from Winter Storm Denise.

The Zoo has two lynx. They arrived nearly 4 years ago, from a private breeder in Minnesota.

Zoo director Neil Anderson says the Canada lynx are built for the heavy snow. They have longer legs than the bobcat. Lynx also have paws that are like built-in snowshoes. They have fur on the soles of their feet.

The differences mean that the Canada lynx is able to hunt in deep snow, and avoid competition for prey with bobcats and coyotes.

President

Position Summary: The Director of Marketing & Communications is part of the Strategy Team of the Community Foundation with responsibility for planning, implementation, monitoring and evaluation of marketing and communications. The primary goal of all marketing and communications efforts is to develop new donors through awareness of what the Community Foundation does to make the community strong and vibrant, in partnership with its donors. The target audience for promoting awareness and understanding of the Community Foundation is both external and internal, including current and prospective donors, professional advisors, media representatives, nonprofit organizations, community leaders and the general public, as well as Community Foundation board and staff.

Responsibilities:

  • Develop and implement an annual marketing plan in consultation with board committee and other staff using print, verbal and social media but not limited to these avenues.
  • Monitor Community Foundation brand, including media coverage and use of key messages and logo by other organizations, donors, friends, staff and board.
  • Support Charitable Real Estate Foundation as part of overall plan.

Marketing

  • Develop and implement a marketing plan based on the Community Foundation?s strategic plan.
  • Develop and implement budget and calendar for media, sponsorships and partnerships.
  • Work with designers, photographers and videographers as needed to create marketing materials, including publications and advertising that encourage donors and donor development.

Communications

  • Work with staff to highlight accomplishments internally and externally.

  • Prepare material for media on request.
  • Coordinate interviews by staff of the Community Foundation.
  • Create talking points and key messages used in publications and presentations for board and staff.
  • Plan and coordinate public meetings as needed with assistance from other staff members.

Tools

  • Produce print and electronic newsletters as well as other publications such as annual Report to the Community.
  • Maintain and enhance the Community Foundation website and web-based outreach (Ex: Facebook, LinkedIn, Twitter, Guidestar and other listings).

General

  • Represent the Community Foundation at community events and initiatives.
  • Be an advocate of and utilize the latest trends in communications.
  • Work with finance staff to report statistics.
  • Work with Office Manager to maintain marketing and everyday communications materials (Ex: current nametags, business cards and stationery.)

Qualifications:

  • Bachelor?s degree and at least 5 years experience in marketing and communications.
  • Excellent writing and verbal skills.
  • Knowledge of and experience in generating local media.
  • Experience working with local printers and agencies.
  • Excellent computer skills, including desktop publishing, PowerPoint and website management software.
  • Knowledge of leading social media tools and their application.

Israel vows Syria strike at any sign of chemical arms transfer

JERUSALEM (Reuters) - Any sign of Syria's grip on its suspected chemical weapons slipping as it battles an armed uprising could trigger Israeli military strikes, Israel's vice premier said on Sunday.

Silvan Shalom confirmed a media report that Prime Minister Benjamin Netanyahu had last week convened security chiefs to discuss the civil war in nearby Syria and the state of the country's chemical arsenal.

The meeting, held on Wednesday, had not been publicly announced and was seen as especially unusual as it came while votes were still being counted from Israel's national election the day before, which Netanyahu's party list won narrowly.

Should Lebanon's Hezbollah guerrillas or rebels battling forces loyal to Syrian President Bashar al-Assad obtain Syrian chemical weapons, Shalom told Israel's Army Radio, "it would dramatically change the capabilities of those organizations".

Such a development would be "a crossing of all red lines that would require a different approach, including even preventive operations", he said - alluding to military intervention, for which Israeli generals have said plans have been readied.

"The concept, in principle, is that this (chemical weapons transfer) must not happen," Shalom said. "The moment we begin to understand that such a thing is liable to happen, we will have to make decisions."

Interviewed separately by Army Radio, Civil Defense Minister Avi Dichter said Syria was "on the verge of collapse".

But asked whether Israel perceived an imminent threat, Dichter said: "No, not yet. I suppose that when things pose a danger to us, the State of Israel will know about it."

France, among the most vocal backers of Syria's rebels, said last week there were no signs Assad was about to be overthrown since international mediation and crisis diplomacy were going nowhere. The conflict also appears largely stalemated on the ground.

IMMINENT THREAT?

Syria has loomed large in Israeli rhetoric in recent weeks.

"The great danger to the world is ... from nuclear weapons in Iran, those weapons that are built in Iran. It's chemical weapons in Syria falling into the wrong hands," Netanyahu said in a January 7 speech.

Two days later, Dichter told Israel Radio that monitoring Syria was "the top priority - that is, a very high priority".

An Israeli government security adviser told Reuters on Sunday that Syria had taken new prominence in strategic planning "because of the imminence of the threat. There the WMDs (weapons of mass destruction) are ready and could be turned against us at short notice."

Raising the regional stakes, Tehran, among Assad's few allies and itself long the subject of Israeli war threats over its nuclear program, said on Saturday it would deem any attack on Syria an attack on Iran.

Israel and NATO countries say Syria has stocks of various chemical warfare agents at four sites. Syria is cagey about whether it has such arms but insists that, if it had, it would keep them secure and use them only to fend off foreign attack.

Syria is widely believed to have built up the arsenal to offset Israel's reputed nuclear weapons, among other reasons.

Netanyahu had sought to burnish his hawkish credentials ahead of the ballot, in which centrist rival made big gains.

The government adviser, who spoke on condition of anonymity, said Netanyahu might have a secondary interest in playing up security threats given that his rightist Likud-Beiteinu party list suffered surprise election setbacks and must now seek a new coalition with a constellation of political challengers.

"But Syria is a serious business, and the people dealing with it in Israel are serious," the adviser said.

Israel's biggest-selling newspaper Yedioth Ahronoth on December 28 quoted the deputy armed forces commander, Major-General Yair Naveh, saying that weapons developed for a possible strike on Iran could have "usefulness for other confrontations in our vicinity, including in Lebanon and Syria".

(AP) ? The CIA thriller "Argo" continues to steamroll through awards season, winning the top honor for overall cast performance at the Screen Actors Guild Awards.

SAG's lead-acting honors Sunday went to Jennifer Lawrence for her role as a troubled widow in a shaky new relationship in the lost-souls romance "Silver Linings Playbook" and Daniel Day-Lewis as Abraham Lincoln in the Civil War epic "Lincoln."

Anne Hathaway of "Les Miserables" and Tommy Lee Jones of "Lincoln" won the supporting-acting honors.

"It occurred to me ? it was an actor that murdered Abraham Lincoln," said Day-Lewis, a solid front-runner to join an exclusive list of three-time acting Oscar winners. "And therefore, somehow it is only so fitting that every now and then an actor tries to bring him back to life again."

It was a brisk, businesslike and fairly bland evening as the actors union handed out honors to a predictable lineup of winners who generally had triumphed at earlier Hollywood ceremonies or past SAG shows.

The SAG cast win came a day after "Argo" claimed the top honor from the Producers Guild of America, whose winner often goes on to claim best picture at the Academy Awards. "Argo" also was a surprise victor two weeks ago at the Golden Globes, where it won best drama and director for Ben Affleck.

The awards momentum positions "Argo" for a rare feat at the Feb. 24 Oscars, where it could become just the fourth film in 85 years to be named best picture without a nomination for its director.

"To me this has nothing to do with me, it has to do with the incredible people who were in this movie," said Affleck, who also stars in "Argo" and accepted the SAG prize alongside his cast.

Affleck plays CIA agent Tony Mendez, who masterminded the daring rescue of six U.S. embassy workers in Iran after the 1979 hostage crisis erupted. The Americans were brought out of Iran masquerading as crew members of a fake Hollywood sci-fi movie scouting locations.

A directing nomination at the Oscars usually goes hand in hand with a best-picture win. When Affleck was snubbed for a directing slot, awards analysts initially were counting "Argo" out for the best-picture Oscar, along with Kathryn Bigelow's "Zero Dark Thirty" and Tom Hooper's "Les Miserables," which also missed out on directing nominations.

Only once in modern times has a film won best picture without a directing nomination, with 1989's "Driving Miss Daisy." The other two times came in the show's early years, at the first Oscars in 1929 with "Wings" and for 1932's "Grand Hotel."

But "Argo" has proven a resilient crowd-pleaser, dominating at awards shows since then over Steven Spielberg's "Lincoln," which leads the Oscars with 12 nominations.

The cast prize at SAG adds some weight to the Oscar prospects for "Argo," though the guild honor has a spotty record at forecasting eventual best-picture winners. Only eight of 17 times since the guild added the category has the cast winner gone on to take the best-picture Oscar. "The Help" won the guild's cast prize last year, while Oscar voters named "The Artist" as best picture.

The next playoff round before the Oscars is Saturday's Directors Guild of America Awards, where Affleck, Bigelow, Spielberg and Hooper all are nominated, along with Ang Lee for "Life of Pi." The winner there typically goes on to triumph with directing and best-picture Oscars, but only Spielberg and Lee are nominated for both the Directors Guild and Oscar prizes this time, throwing the awards picture into a muddle.

Sunday's acting prizes solidify those categories, though. "Silver Linings" star Lawrence won a Golden Globe and has become one of Hollywood's hottest talents, with part two of her blockbuster franchise, "The Hunger Games: Catching Fire," due out in November.

"Now I have this naked statue that means some of you even voted for me, and that is an indescribable feeling," Lawrence said after explaining she earned her SAG card at age 14 by filming a spot for MTV.

Hathaway won for her role as a doomed single mother forced into prostitution in the adaptation of the stage musical based on Victor Hugo's epic novel. Her win came over four past Oscar recipients ? Sally Field, Helen Hunt, Nicole Kidman and Maggie Smith.

"I'm just thrilled I have dental," Hathaway said. "I got my SAG card when I was 14. It felt like the beginning of the world. I have loved every single minute of my life as an actor. ... Thank you for nominating me alongside incredible women and incredible performances."

Jones, who was not at the show, won for his turn as abolitionist firebrand Thaddeus Stevens in the Civil War epic. The win improves his odds to become a two-time Academy Award winner. He previously won a supporting-actor Oscar for "The Fugitive."

Day-Lewis, a two-time Oscar winner for "My Left Foot" and "There Will Be Blood," could become the fifth actor to earn three Oscars, along with Meryl Streep, Jack Nicholson, Ingrid Bergman and Walter Brennan. Katharine Hepburn has the acting record with four Oscars.

Backstage at SAG, Day-Lewis was hardly ready to predict a third Oscar win.

"There's a good chance I won't. I feel the same way at all these occasions. Mostly, we're traveling as a group, the fellow nominees, give or take one here or there," Day-Lewis said. "I would happily recognize any single one person whose name is called."

On SAG's television side, with "30 Rock" ending its run, its stars Tina Fey and Alec Baldwin won the SAG awards for best comedy performers. It was Baldwin's seventh-straight win, while Fey earned her fifth SAG prize.

"Oh, my God. It's ridiculous," Baldwin said. "It's the end of our show, which is sad. Everybody is sad about that. It was the greatest experience I've ever had."

Fey gave a plug for the show's finale airing Thursday, noting that it's up against "The Big Bang Theory."

"Just tape 'The Big Bang Theory' for once, for crying out loud," Fey said.

"Modern Family" won for best overall cast in a TV comedy show. Accepting for the cast, "Modern Family" co-star Jesse Tyler Ferguson offered thanks to the makers of "30 Rock" and another departing series, "The Office," saying "you all have set the comedy bar so high."

The TV drama acting awards went to Claire Danes of "Homeland" and Bryan Cranston of "Breaking Bad." ''Downton Abbey" won the TV drama cast award.

Julianne Moore's turn as Sarah Palin in "Game Change" earned her the TV prize for best actress in a movie or miniseries. Kevin Costner won for best actor in a movie or miniseries for "Hatfields & McCoys."

Receiving the guild's life-achievement award was Dick Van Dyke, who presented the same prize last year to his "The Dick Van Dyke Show" co-star, Mary Tyler Moore.

After waiting on stage for a prolonged standing ovation to end, Van Dyke said, "That does an old man a lot of good."

Speed Up ForeclosuresAt the Washington Realtors? legislative hill day this year we had an opportunity to hear from the National Association of Realtors? chief economist, Dr. Lawrence Yun. ?Dr. Yun spoke about the improving real estate market in Washington state and his optimistic outlook for our state?s housing prices to continue rising at a rate faster than the nation as a whole.

At the same time, he was concerned with the persistence of high levels of ?shadow inventory? in Washington, even while those levels have been shrinking significantly across the nation as a whole. ?Dr. Yun surmised that the legal system in Washington was one that provided more obstructions to the foreclosure process, and that was creating a huge backlog of foreclosures that should have already been back on the market. ?The striking lack of inventory in our current market is holding back a large crop of eager buyers and stifling home sales in general.

The essence of Dr. Yun?s point was that we should speed up foreclosures. ?On its face, that?s not an argument you?re likely to hear from real estate professionals. ?Our organizations are constantly working for property owners? protections and rights, and fighting fraudulent or predatory practices that force homeowners out of their homes.

This issue, however, is more complex than simply pitting banks against homeowners. ?When we really examine the broken foreclosure process in our state, and nationally, we have to make clear distinctions between the protections that distressed homeowners already have in place, and the unacceptable extensions of the actual foreclosure timelines taking place in the market.

There are an increasing number of homeowners who have realized that, even though their home is underwater and they have no intention of keeping it long-term, they can live in the home without making a payments for years on end. ?As long as the lender is inhibited from closing the actual foreclosure sale, the number of people living in homes for two and even three years, rent free, continues to build. ?The homes are a drag on the community, as these long-term foreclosures deflate nearby housing prices, instead of being resold and fixed up by the new homeowners. ?The homeowners can?t just abandon the property, because it is still legally in their name (see Zombie Titles).

The effort to shorten the timelines on these foreclosures would make no changes to the protections already built into the process for the truly distressed homeowner. ?There are already a number of steps for that person to repay their debt, work out an adjusted payment schedule, or find another means to save their home. ? These people usually have at least a year from the time they stop making payments until the foreclosure sale goes through, and those protections can and will continue to exist for them.

Venezuela's Chavez in "best moment" since surgery: VP Maduro

CARACAS (Reuters) - Venezuelan President Hugo Chavez is in his "best moment" since undergoing cancer surgery in Cuba 45 days ago, the vice president said on Saturday, adding Chavez has made important economic decisions to strengthen exports.

"He's got a smile that's filled with light, his thoughts are illuminated," said Nicolas Maduro in televised comments just after midnight after returning from a visit with Chavez.

The normally garrulous president has not been heard from since a complex operation on December 11. Official statements in recent weeks have sounded upbeat about his condition following rumors that he is gravely ill.

The communication minister on Saturday is scheduled to provide more details about Chavez's condition and treatment.

Maduro's comments about economic policy come amid widespread speculation that Venezuela is preparing a devaluation of the bolivar currency that would improve state finances by providing more bolivars per dollar of oil exports.

Devaluing would make exports more competitive by lowering local production costs, and spur domestic industries by making imports less competitive with respect to local goods.

"We're going to develop our economy's capacity to export," Maduro said.

Business leaders have for weeks said a devaluation is necessary to ease periodic product shortages that have resulted from a scarcity of dollars.

'Game of Thrones' season 3: Check out photos!

Fans still have to wait until the end of March for the new season of "Game of Thrones" to air, but HBO is easing the long wait just a smidge by releasing 23 new photos from the highly anticipated season.?

Sure, favorite characters such as Arya, Joffrey (OK, maybe not so much the young king),?Dany and Tyrion are back again, but season three will also be introducing quite a few new faces. Among them are the Reed siblings Jojen and Meera, King Beyond the Wall Mance Rayder, the Queen of Thorns and many others.

Pacifica Riptide: SamTrans to Add Hybrid Buses to Its Fleet

SamTrans is taking another step toward modernizing its fleet with buses that will lower emissions and improve fuel consumption. The Board of Directors has approved a contract to purchase 25 diesel electric hybrid buses. The energy-efficient buses, the first in the SamTrans fleet, are expected to be in service throughout the county by the end of the year.

The low-floor buses use long-life, non-hazardous, maintenance-free batteries to capture and store braking energy, and advanced solid-state controllers to manage and blend power sources.

For the environment and passengers, this means reduced emissions and smoother, quieter buses. For the district, it means less fuel, which translates into improved operating costs. The new buses are expected to save $3 million in fuel costs over the next 12 years.

The purchase is part of a $32.2 million contract for a total of 62 buses. The remaining buses will be powered by modern diesel technology. The buses will replace 1998 buses, the oldest vehicles in the SamTrans fleet.

Vehicle modernization is part of an ongoing program to reduce emissions throughout the SamTrans fleet and meet the newest clean-air standards issued by the federal Environmental Protection Agency.

The diesel-electric hybrid buses will produce 90 percent fewer greenhouse gas emissions than the 1998 buses they replace. The fuel technology used in the new diesel buses has engine emission certification levels that are the same as those found in buses powered by compressed natural gas.
?
The buses include upgrades that improve safety and comfort for riders. The wheelchair ramp has a more gradual incline, which makes it easier for riders to board the bus. The buses even offer smart technology features, such as interior, energy-efficient LED lighting, equipped with sensors that measure the ambient light. On bright, sunny days, the lights turn down and when it is dark outside, the lights are brighter. The rear door is also modernized to open automatically when a passenger stands on the exit stairs, eliminating the need for a push bar on the door.

The buses are part of a fleet of 313 SamTrans vehicles that provide transportation for more than 40,000 people every weekday. Most SamTrans riders use the bus to get to and from school or work, and 64 percent do not have access to a car.

Obama visit to Kenya? Only 1 day in Africa so far

JOHANNESBURG (AP) ? President Barack Obama promised to visit his father's homeland ? Kenya ? before the end of his presidency, but of the 51 country visits Obama made the last four years, America's first black president spent less than a day in sub-Saharan Africa. That could now change.

Presidential travel trends suggest Obama is likely to spend more time in Africa in his second term, a presidential historian said. Freed of domestic campaign politics, second-term presidents can travel more in a continent that has less strategic importance than Europe and Asia. A rising terror threat in Mali has also heightened the region's profile.

And then there's the promise: "I'm positive that before my service as president is completed I will visit Kenya again," Obama said in a June 2010 interview with Kenya's state broadcaster.

That statement should mean a lot, because presidents don't make such promises lightly, said Brendon Doherty, an associate professor of political science at the U.S. Naval Academy who studies presidential travel patterns.

"Presidents do take special pleasure in traveling to places where they have ancestral ties," Doherty said, noting visits by Presidents Ronald Reagan, Bill Clinton and even Obama to Ireland, where each had family ties. "Given the large role that Africa plays in the family history of President Obama, I'd be really surprised if he didn't travel there in the second term."

Both Clinton and President George W. Bush took extended trips through Africa in their second terms. Clinton visited six countries in sub-Saharan Africa; Bush visited five. Obama's only visit to sub-Saharan Africa as president was a stopover of less than 24 hours in Ghana. While a U.S. Senator, Obama visited Ethiopia and Kenya, where he has several relatives.

"He is a Kenyan who many people want to see in person. I am proud that he is a Kenyan and that he is the president of a superpower," said Sam Ochieng, a political leader in Nairobi's largest slum, Kibera.

Laura Seay, assistant professor of political science at Morehouse College who runs a blog called Texas in Africa, said Africa is a low priority for most American presidents because of geopolitical interests and historical ties, "and that was the case in the Obama administration." She added, though, that Africa is becoming more important to U.S. foreign policy interests.

Even that one trip to Ghana was better than some predecessors. Clinton did not travel to sub-Saharan Africa in his first term, and Reagan never did. President George H.W. Bush traveled to Somalia; President Jimmy Carter, the first president to go to sub-Saharan Africa while in office, traveled to Nigeria.

An Associated Press review of presidential travel shows Europe and North America got the most visits during the Carter-to-Obama period. France led with 24 visits; the U.K. had 23; Canada and Germany had 20; Mexico and Italy had 19.

J. Peter Pham, an Africa specialist at the Atlantic Council, a Washington, D.C. think tank, noted that Secretary of State Hillary Clinton made Africa a diplomatic priority in Obama's first term, visiting 23 of the continent's 54 countries. Pham said Obama has yet to fully deploy "the immense personal capital" he has on reserve in Africa.

The White House and State Department declined to comment on whether Obama will spend more time in Africa. Johnnie Carson, the State Department's top Africa official, said this month that the Obama administration has helped Somalia stabilize and South Sudan gain independence and that the U.S. has provided more aid to Africa the last four years than any other country.

Obama's national security adviser said in November that the president's time is the White House's most valuable resource, and Doherty said Obama's lack of time in Africa reflects compelling global priorities, not a lack of importance for Africa.

Though Obama's father is Kenyan, there is a perception that the younger George W. Bush did a lot more for Africa and Africans, said Seay, especially after the creation of the United States President's Emergency Plan for AIDS Relief, known as PEPFAR, a $15 billion commitment to fight HIV/AIDS.

But even if Obama hopes to visit his father's homeland, he may not be able to politically if Kenya's March presidential election turns as violent as the last one. One top presidential contender faces trial at the International Criminal Court over accusations he orchestrated tribal violence that killed more than 1,000 Kenyans in 2007-08.

"It's certainly the case that presidents of both parties spend more time in countries that have long traditions of clean democratic elections," said Doherty, the author of "The Rise of the President's Permanent Campaign." ''I would not be surprised if the aftermath of the Kenyan elections last time added to the president's team's hesitance to send him to Kenya."

Seay said that if this year's election goes smoothly, she wouldn't be surprised if Obama visits. Many in Kenya would love to see that happen.

"He is a symbol for hope, and a role model for upcoming politicians who can change the way Kenya is run by following his footsteps," said Ochieng, the Kenyan political leader. "Kenyan politicians can learn from Obama that politics should be issue-based, not the tribal kind of politics we practice here."

China's Smaller Cities Are Home to Growing Middle Class - Michael ...

Last week Chen Demin, China's commerce minister, offered an upbeat outlook for China's overall 2013 economy, forecasting steady improvement in domestic consumption and investment, and predicting that foreign direct investment over the coming year would also remain stable. In his remarks, Chen emphasized that foreign investors should look favorably upon the opportunities in China, notably those connected to China's construction of many new small and medium-sized cities and towns.

We agree. Robust new construction in China and a soaring rate of urbanization promise unprecedented levels of consumption and overall GDP growth that should only invite greater confidence among foreign investors.

As we stress in The $10 Trillion Dollar Prize, urbanization is one of the most powerful transformative economic forces in China today. According to the National Bureau of Statistics of China, 51 per cent of China's population, or 691 million people, are currently living in urban areas. Research suggests that by 2020, some 824 million people will be living in cities, an increase of 188 million. That's one and a half million new urban residents every month for the rest of this decade. By 2030, according to our analysis, there will be around 270 million more new urban residents in China.

But the distribution of China's urban population is vastly different from that of many other nations, with the majority of that population located in midsize cities ranging between 500,000 and 5 million people.

Typically, and perhaps not surprisingly, U.S. and European companies entering China have focused on the cities of Beijing, Shanghai, and Guangzhou. But we tell them that this is a mistake. There are pockets of wealth all across the country, and the wealth is spreading deep into the country's western provinces.

By our calculations, a company had to be in 60 cities to reach 80 percent of the country's middle class in 2005. Today, they have to be in 340 of them. And by 2020, they will need to be in 550 urban locations to reach that same percentage of the middle class population.

We regroup the cities of China into a series of four categories, including megacities, cluster capitals, specialist hubs, and horizon towns, as follows:

  • Megacities. China boasts two megacities ? Beijing and Shanghai ? each with more than 10 million residents. There are also eight cities with more than 10 million people, and another 93 cities with more than 5 million people. To put this into context, the U.S. has only one city with more than 5 million people ? New York.
  • Cluster Capitals. These include Changshu, Daqing, Dongguan, Fuzhou, Tianjin, Wuxi, and Zhengzhou. These are trade hubs surrounded by smaller "satellite" cities. Wuxi, for example, is the capital of a group of six cities within a 30-mile radius in Jiangsu province: Jingjiang, Zhangjiangang, Changshu, Jiangyin, Changzhou, and Suzhou. On its own, Wuxi has a population of 2.3 million people, including 572,000 middle class consumers. Treated as part of a cluster, however, it becomes the center of a market with 6.9 million people and 1.5 million middle class consumers.
  • Specialist hubs. These are cities whose growth is often closely linked to the development of local natural resources or industrial hubs. These include Anyang, Bozhou, Chengdu, Lu'an, Suizhou, Xinxiang, and Yongzhou.
  • Horizon towns. Finally, there are also hundreds of small, geographically dispersed emerging-market cities. Although hard to reach, they offer ripe market opportunities ? consumers in these towns usually have more basic needs than those of their counterparts in the bigger cities, but they also have a strong willingness selectively to "trade up" to pricier luxury goods.

And take note of one other very promising related trend: as reported by The Wall Street Journal last month, China's droves of migrant workers (reportedly 252 million strong in 2011) who journey from the country's remote rural areas into cities to offer their labor to construction and manufacturing firms are increasingly remaining in those cities for longer periods of time. If this phenomenon continues ? and especially if China's new government relaxes the household registration policy (known as "hukou") that for years has forbidden workers from taking advantage of local benefits (including schools for their children) ? these workers will constitute an ever more powerful new urban work force, and a formidable contingent of newly affluent consumers. As they are permitted to participate in the local social welfare system of the cities where they've relocated, these workers will feel less pressured to save every yuan they earn. They will feel newly emboldened to spend their income on a broad range of products and services, contributing to what we believe will amount to some $6.2 trillion in annual consumer spending in China by 2020. And that's a potential milestone that few foreign investors should ignore.

Five charged in deadly Philadelphia dungeon case

PHILADELPHIA (Reuters) - Five people are accused of imprisoning disabled adults in a dank Philadelphia basement to steal their Social Security checks, a scheme that led to the murders of two of the victims, a federal prosecutor said on Wednesday.

Each defendant in the so-called Philadelphia dungeon case faces life in prison, U.S. Attorney Zane David Memeger said at a press conference to unveil the 196-count indictment.

The alleged ringleader, Linda Weston, 52, also could face the death penalty because she is charged with two counts of murder in aid of racketeering, Memeger said.

The indictment said her actions - chaining captives to a furnace, putting drugs in their food to subdue them and other means - had resulted in the death of two captives.

"The conduct here is shocking," Memeger said.

The indictment accuses the basement captors of racketeering to steal disability payments from adults with the mental capacity of a 10-year-old.

Memeger said the thefts amounted to $212,000 over 10 years.

Four of the defendants, including Weston and her daughter, had been charged with state crimes stemming from the scheme. A fifth, Nicklaus Woodward, of West Palm Beach, Florida, was arrested in Florida on Wednesday, Memeger said.

It is unclear, Memeger said, whether the original four will still face state as well as federal charges.

The malnourished captives were discovered in October 2011 by a landlord during a routine check of the two-story apartment house in the working class Tacony neighborhood. Authorities said two of those held had been imprisoned for roughly 11 years.

Wall Street edges up in face of Apple decline

NEW YORK (Reuters) - The Dow and S&P 500 advanced on Thursday, with the benchmark S&P index on track for its first seven-day streak of gains in over six years as solid economic data managed to outweigh a steep decline in Apple shares.

Apple Inc dropped 10.4 percent to $460.69 after the technology giant missed Wall Street's revenue forecast for a third straight quarter as iPhone sales were poorer than expected, lending credence to recent concerns its days as the dominant player in consumer electronics may be on the wane.

The drop wiped out roughly $50 billion in Apple's market capitalization to $432 billion, leaving the company vulnerable to losing its status as the most valuable U.S. company to second place ExxonMobil Corp , at $417 billion.

A trio of economic reports helped buoy the market, with data showing a decline in weekly jobless claims and an increase in manufacturing, while a gauge of future economic activity climbed.

"The claims numbers are clearly a big surprise and were very good numbers - they imply we may have a good employment number for the month of January," said Hugh Johnson, chief investment officer of Hugh Johnson Advisors LLC in Albany, New York.

"You have Apple and technology on the one side and the rest of the market on the other side."

The gains marked the first time the S&P 500 had risen above 1,500 since December 12, 2007 and put the index on pace for its seventh straight advance, its longest streak since October 2006.

The advance for the S&P, and muted declines in the Nasdaq in spite of the decline in Apple, were viewed as a positive sign, as investors take encouragement from an improving global economy and move into stocks more closely tied to economic fortunes, such as industrials.

General Electric rose 0.5 percent to $22.06 and United Parcel Service gained 2.4 percent to $82.30. Of the 10 major S&P sectors, only technology <.splrct>, off 1.5 percent, was lower.

The Dow Jones industrial average <.dji> gained 58.82 points, or 0.43 percent, to 13,838.15. The Standard & Poor's 500 Index <.spx> added 1.78 points, or 0.12 percent, to 1,496.59. The Nasdaq Composite Index <.ixic> dropped 14.25 points, or 0.45 percent, to 3,139.42.

The domestic data meshed with those overseas showing growth in Chinese manufacturing accelerated to a two-year high this month and a buoyant Germany took the euro zone economy a step closer to recovery.

Apple's disappointing results drew a round of price-target cuts from brokerages. At least 14 brokerages, including Barclays Capital, Credit Suisse and Deutsche Bank, cut their price target on the stock by $142 on average. Morgan Stanley removed the stock from its 'best ideas' list.

In contrast to Apple, Netflix Inc surprised Wall Street Wednesday with a quarterly profit after the video subscription service added nearly 4 million customers in the U.S. and abroad. Shares surged 37.6 percent to $142.10, its biggest percentage jump ever.

Diversified U.S. manufacturer 3M Co reported a 3.9 percent rise in profit, meeting expectations, on solid growth in sales of its wide array of products, which range from Post-It notes to films used in television screens. The shares slipped 0.2 percent to $99.28.

Corporate earnings have helped drive the recent stock market rally. Thomson Reuters data through early Thursday showed that of the 133 S&P 500 companies that have reported earnings, 66.9 percent have exceeded expectations, above the 65 percent average over the past four quarters.

Flooring: How Do You Pick Between Wood and Laminate ...

Wood or laminate? It?s not Shakespeare?but that is the question many homeowners ask before tackling an indoor home improvement flooring project.

Jim Vonch, a flooring sales rep with Schilling Design Center and Lumber in Mokena, likes to ask customers a few questions before he comes up with his answer.

What area of the home are you interested in doing? What kind of lifestyle do you lead? Do you have pets? Kids?

After Vonch gathers this bit of personal information, then he offers his advice and often makes his recommendations. He starts with this: There are pros and cons to both wood and laminate flooring products.

Hardwood products will scratch and show dents. Most stained wood floors will undergo a change in color over time, albeit even a slight change in some cases. But hardwood floors can be resurfaced.

Laminate flooring does not fade from sunlight, but it can show signs of wear and tear, too. While some companies make touch-up and chip repair kits, laminates cannot be refinished. And most laminates require padding to reduce the floor?s potential for noise.

?As far as hardwood, you?ve got the warmth of the wood,? Vonch said. ?Who doesn?t like wood? It?s a beautiful thing. Everyone?s concern is, ?Will this scratch?? All wood products are going to scratch no matter how dense and how hard the product is?if it?s soft?they?re both going to scratch equally.

?Some products hide the scratches better than other products. A semi-gloss finish will help. A mate finish will help hid those scratches more. The higher the gloss, the more the scratches show. The texture, too, in the wood helps camouflage surface scratches.?

Vonch said it?s important for homeowners to arrive at a price point: How much do you want to spend on your flooring project? And ask this question, too: Are you going to do it yourself? Or hire a pro to handle the installation?

Low-end hardwood flooring sells for about $2.79 a square foot, he said. High end products sell for $12-$13 a square foot?or more. Laminate products run a similar price range gamut.

Vonch doesn?t like to focus too much on price, though.

?I usually don?t worry about price right off the bat,? he said. ?I try to kind of pre-qualify (customers) a little bit. I just don?t come out and ask. I don?t want to insult anybody when it comes to that.

?I start figuring it out. If I shoot them a price and show them a product?that just comes from, ?How long are you going to be in your home?? Do you plan on being there a while?? I start figuring out things through questions like that.

?If you?re not going to be there a while, yeah, you want something that?s going to be nice. Maybe in three years when you sell it, it will still look really nice. But you don?t spend a lot of money and you can get a really nice looking floor.?

However, research has shown that consumers often miscalculate the number of calories and the nutritional content of products that have two or more servings per container but are usually consumed in a single eating occasion.

Two nutrition labeling changes could have the potential to make nutritional content information easier to understand: 1) dual-column information that details single serving and total package nutrition information, and 2) declaring nutritional information for the entire container.

Amy M. Lando, MPP, and Serena C. Lo, PhD, of the Food and Drug Administration's, Center for Food Safety and Applied Nutrition, College Park, MD, conducted an online study with more than 9,000 participants to measure consumers' accuracy in using modified versions of the Nutrition Facts label and to assess their perceptions of how useful, trustworthy, and helpful the label was.

Says Ms. Lando, "FDA commissioned this experimental study to look at whether different ways of presenting the serving size and nutrition information on the Nutrition Facts label might help consumers. In particular we were interested in studying products that have two servings per container but that are customarily consumed in a single eating occasion."

Study participants evaluated nine modified Nutrition Facts labels and the current label format for four fictitious products (two frozen meals and two grab-and-go bags of chips). The labels were classified into three groups. The first group of labels used a single-column format to display information for products with two servings per container; the second group used versions of a dual-column format to display information for products with two servings per container; and the third group used single-column formats that listed the contents of the product as a single, large serving.

The study team also tested whether changes in formatting, such as enlarging the font size for the declaration of "Calories," removing the information on the number of calories from fat, or changing the wording for the serving size declaration, would be helpful to consumers in determining the calories and other nutrient information for a single serving and for the entire package.

Study investigators determined that participants could more accurately assess the number of calories or amount of fat or other nutrients per serving and in the entire package when a single, large serving per container format or a dual-column format was used.

"This research is just one step in understanding how some potential food label modifications might help consumers make better decisions. Ideally, we would like to see how these labels perform in a more realistic setting, such as in a grocery store, with actual packaged foods as opposed to large labels on a computer screen," concludes Dr. Lo. The Nutrition Facts label is only one tool that can help consumers make informed food choices and maintain healthy dietary practices, but it is a valuable tool so it's important to continue exploring ways to support effective use of the label for these purposes."
