KATMANDU, Nepal (AP) ? He has never worked outside the home or seen a doctor, and until Wednesday, he had never left his remote mountain village in western Nepal. So 72-year-old Chandra Bahadur Dangi only recently learned he might be the world's shortest man.

Dangi says he's only 22 inches (56 centimeters) tall ? about the size of a toddler ? and he's hoping to claim the title. Guinness World Records said in an email Wednesday that its officials would arrive in Nepal's capital Sunday to measure Dangi.

Dangi took his first trip outside his village and his first trip on a plane to reach Katmandu on Wednesday.

"I am very happy to be in Katmandu for the first time in my life. I am here so I can take the Guinness title," Dangi told reporters at the airport.

Dangi, who has never been married, lives with his eldest brother and his family in Rhimkholi village, about 250 miles (400 kilometers) west of Katmandu. Because of his height, he has never worked outside the house, doing only household chores. His five brothers are of average size.

His family is not sure when he stopped growing, and Dangi said he has never been checked by a medical doctor. He attended a few classes in the village school, but soon dropped out.

Dangi eats mainly rice and vegetables, and occasionally meat, but in small portions.

Since the village is so remote, it was only recently that Dangi gained notice. A forest contractor cutting timber in the village met him and informed local media after Dangi's height was measured.

Dangi's nephew, Dolak Dangi, said that before the contractor's visit, the family did not know his uncle's exact height, and that he was shorter than the world's shortest man.

Guinness currently recognizes Junrey Balawing of the Philippines, who is 23.5 inches (60 centimeters) tall.

Another Nepalese man, Khagendra Thapa Magar, was known as the world's shortest man, at 26.4 inches (67 centimeters), before Balawing took over the title on his 18th birthday in June.

In December, Guinness recognized an Indian teenager as the world's shortest woman. Jyoti Amge is 24.7 inches (62.8 centimeters) tall and wants to attend university and become a Bollywood star.

Aside from a Guinness certificate, the titles not come with any cash award.

Instead of looking around at the real demographic crisis looming (hint: it?s not overpopulation) in European nations like Greece, Italy, and Spain, the Kenyan government has been eager to assure WHO representatives that it will, indeed, work to make sure there are fewer Kenyans in the next generation. This is tragic.

When the prevailing worldview proclaims that people are the problem and that the answer to poverty is fewer people, what else can we expect? 'Explorers,' who embrace the uncertainty of choices, use specific part of cortex

Life shrouds most choices in mystery. Some people inch toward a comfortable enough spot and stick close to that rewarding status quo. Out to dinner, they order the usual. Others consider their options systematically or randomly. But many choose to grapple with the uncertainty head on. "Explorers" order the special because they aren't sure they'll like it. It's a strategy of maximizing rewards by discovering whether as yet unexplored options might yield better returns. In a new study, Brown University researchers show that such explorers use a specific part of their brain to calculate the relative uncertainty of their choices, while non-explorers do not.

The study, published in the journal Neuron, newly exposes an aspect of the brain's architecture for producing decisions and learning, said co-author David Badre, assistant professor of cognitive, linguistic, and psychological sciences at Brown. There was no consensus that a precise area of the prefrontal cortex, in this case the right rostrolateral prefrontal cortex, would be so clearly associated with a specific operation, such as performing the requisite uncertainty comparison for supporting a decision-making strategy.

"There has long been a debate about the functional organization of the frontal cortex," Badre said. "There has been a notion that the frontal lobe lacks specialization when exercising cognitive control, that it's undifferentiated. This study provides evidence that there is a kind of organization. This is an example of how higher-order functions such as decision-making may relate to the frontal lobe's more general functional architecture."

Stop the clock

To spot explorer behavior among their 15 participants, Badre and Michael Frank, associate professor of cognitive, linguistic, and psychological sciences, slid them into an MRI scanner and presented them with a game to play. Participants had to stop the sweeping hand of a virtual clock to win points in different rounds. They were told that they could maximize their rewards by responding quickly in some rounds, and slowly in others. The trick is they did not know round-to-round which response prevailed, and the number of points they could win was highly variable. They therefore had to employ a strategy to discover how to maximize their rewards among uncertain options, keeping track of the current expected value of fast and slow responses in each round.

While the MRI scanner tracked the blood flow in the brains of the subjects ? a proxy for neural activity ? the game's software tracked their response times in each round. The computer then fed the game's data into mathematical models devised to determine whether participants adapted their response times by taking relative uncertainty into account or adapted in another manner.

Over dozens of rounds a clear pattern emerged. Regardless of which version of the model they used, the researchers found that about half the subjects were engaging in exploratory behavior based on uncertainty: Their choices of response times correlated strongly with the choices that had the greatest outcome uncertainty.

Badre, Frank, and their team then looked at the MRI scans, reasoning that if decision-making is based on relative uncertainty, then the subjects' brains must somehow represent this uncertainty. Sure enough, as relative uncertainty between choice options increased, so did activation in the right rostrolateral prefrontal cortex. This effect was substantially stronger in the explorers than the nonexplorers.

The result is the first to show that this region of the brain keeps track of relative uncertainty to guide exploration, but is consistent with previous studies that have shown an association between the right rostrolateral prefrontal cortex and relative comparisons. It also provides a potential explanation for Frank's previous findings that explorers were more likely to have a variation in a gene called COMT that affects dopamine levels in the prefrontal cortex.

From cortex to choice

Frank said researchers still don't know why some people employ the explorer strategy while others do not, but they might not be so different. According to one hypothesis, they all have an aversion to uncertainty and ambiguity.

"The difference could be that some people are averse to ambiguity in the time point where they make a single decision and other people are averse to ambiguity about their strategy over the long run," Frank said.

In other words, explorers may seek to reduce uncertainty by confronting it, rather than avoiding it.

Badre said that while the study has no direct clinical implications, the findings may still inform efforts to understand a broad set of disorders that affect frontal lobe function.

"There are a lot of diseases and disorders that affect the frontal lobes," Badre said. "They affect the ability to live independently, to carry out the day and make good decisions that get you where you want to go. The more we know about the specificity of these systems, the better that you can diagnose and suggest treatments."

WASHINGTON (AP) ? A developing Senate plan that would bolster the government's ability to regulate the computer security of companies that run critical industries is drawing strong opposition from businesses that say it goes too far and security experts who believe it should have even more teeth.

Legislation set to come out in the days ahead is intended to ensure that computer systems running power plants and other essential parts of the country's infrastructure are protected from hackers, terrorists or other criminals. The Department of Homeland Security, with input from businesses, would select which companies to regulate; the agency would have the power to require better computer security, according to officials who described the bill. They spoke on condition of anonymity because lawmakers have not finalized all the details.

Those are the most contentious parts of legislation designed to boost cybersecurity against the constant attacks that target U.S. government, corporate and personal computer networks and accounts. Authorities are increasingly worried that cybercriminals are trying to take over systems that control the inner workings of water, electrical, nuclear or other power plants.

That was the case with the Stuxnet computer worm, which targeted Iran's nuclear program in 2010, infecting laptops at the Bushehr nuclear power plant.

The emerging proposal isn't sitting well with those who believe it gives Homeland Security too much power and those who think it's too watered down to achieve real security improvements.

One issue under debate is how the bill narrowly limits the industries that would be subject to regulation.

Summaries of the bill refer to companies with systems "whose disruption could result in the interruption of life-sustaining services, catastrophic economic damage or severe degradation of national security capabilities."

Critics suggest that such limits may make it too difficult for the government to regulate those who need it.

There are sharp disagreements over whether Homeland Security is the right department to enforce the rules and whether it can handle the new responsibilities. U.S. officials familiar with the debate said the department would move gradually, taking on higher priority industries first.

"The debate taking place in Congress is not whether the government should protect the American people from catastrophic harms caused by cyberattacks on critical infrastructure, but which entity can do that most effectively," said Jacob Olcott, a senior cybersecurity expert at Good Harbor Consulting.

Under the legislation, Homeland Security would not regulate industries that are under the authority of an agency, such as the Nuclear Regulatory Commission, with jurisdiction already over cyber issues.

"Where the market has worked, and systems are appropriately secure, we don't interfere," said Sen. Joe Lieberman, I-Conn., chairman of the Senate Homeland Security and Governmental Affairs Committee. "But where the market has failed, and critical systems are insecure, the government has a responsibility to step in."

The bill, written largely by the Senate Commerce, Science and Transportation Committee and the Senate homeland panel, is also notable for what it does not include: a provision that would give the president authority to shut down Internet traffic to compromised Web sites during a national emergency. This '"kill switch" idea was discussed in early drafts, but drew outrage from corporate leaders, privacy advocates and Internet purists who believe cyberspace should remain an untouched digital universe.

While the Senate is pulling together one major piece of cybersecurity legislation, the House has several bills that deal with various aspects of the issue.

A bill from a House Homeland Security subcommittee doesn't go as far as the Senate's in setting the government's role. Still, it would require DHS to develop cybersecurity standards and work with industry to meet them.

"We know voluntary guidelines simply have not worked," said Rep. Jim Langevin, D-R.I. "For the industries upon which we most rely, government has a role to work with the private sector on setting security guidelines and ensuring they are followed."

Stewart Baker, a former assistant secretary at Homeland Security, said the government must get involved to force companies to take cybersecurity more seriously.

Concerns about federal involvement, he said, belie the fact that computer breaches over the past several years make it clear that hackers and other governments, such as China and Russia, are already inside many industry networks.

"They already have governments in their business, just not the U.S.," said Baker. "For them to say they don't want this suggests they don't really understand how bad this problem is."

Industry groups have lobbied against the Senate bill's regulatory powers and say new mandates will drive up costs without increasing security.

They say businesses are trying to secure their networks and need legal protections built into the law so they can share information with authorities without risking antitrust or privacy violations.

In a letter to lawmakers this past week, the U.S. Chamber of Commerce said any additional regulations would be counterproductive and force businesses to shift their focus from security to compliance.

Liesyl Franz, a vice president at TechAmerica, which represents about 1,200 companies, said businesses would prefer to work with the government to enhance security rather than face more regulations. She said companies coping with the potential security risks, market consequences, and damage to corporate reputations, are defending against cyberthreats.

Senior national security officials were on Capitol Hill last week to talk to senators about the growing cybersecurity threat. After the meeting, Sen. Susan Collins, R-Maine, said she's always had a sense of urgency about it, adding, "I hope the briefing gives that same sense of urgency to members to put aside turf battles."

She said senators are reviewing concerns raised by the Chamber about the bill.

I hear people saying all the time that if you don?t vote in the elections you don?t have a right to complain about the decisions made by our government. It is an interesting concept to say the least. Using that same concept, what if I were to say that if you don?t eat right and exercise, you have no right to complain about the high cost of health care? Many of you may believe they are two totally different concepts, but I disagree.

Obesity and being overweight, one of the preventable conditions that nearly two thirds of Americans suffer from is a major contributor to nearly every other major disease or affliction. According to the Center for Disease Control (CDC), being overweight increases the risk of ?coronary heart disease, type 2 diabetes, cancers (endometrial, breast, and colon), hypertension (high blood pressure), dyslipidemia, stroke, liver and gallbladder disease, sleep apnea and respiratory problems, osteoarthritis, and gynecological problems.? It has also been linked to depression.

Every single day people in America are dying, in some part, due to their own misplaced priorities. Due to long-term ongoing health issues often related to being overweight or obese, people are leaving their loved ones behind with little or nothing remaining to pass on to friends and family. The high cost of medical care has been known to quickly wipe out a lifetime of savings and retirement income.

Many of those who have exhausted their savings on health care blame health care costs. Even the cost of finding and maintaining health insurance keeps rising, but what can you expect when so many of our people are suffering from one disease or another and it can often be associated with personal negligence.

America?s government believes that forcing every single person in the country to purchase health insurance is the answer, and many citizens agree. Few want to take aim at the true cause of high health care costs and alarming number of disease related deaths in the United States.

In most cases obesity can be prevented with a little daily exercise and by paying a little attention to what you eat each day. It is not that difficult really, and there is nothing new about the concept of living a healthy lifestyle. People just have to be willing to do something about their health other than pop a pill.

People in America will most often use the excuse that they don?t have time to exercise, or it costs too much to eat healthy, but these same people won?t miss their favorite television show or that stop at the fast food joint after work. They will spend thousands of dollars and countless hours to maintain the car in their driveway, their boat, or their their lawn but will consider a few minutes of exercise and a few hundred dollars on fitness gear to be ridiculous.

Isn?t it time to get your priorities straight? It can be as simple as putting down that donut and trading it for an apple. Set aside the soda pop and grab a cool clear bottle of water, and get you butt up off the couch for a few minutes of cardio or strength training exercise. Expensive gym membership contracts are not required. There are very good options available for exercising at home with experienced guidance and little investment.

Romney calls Gingrich's campaign attacks a help

WASHINGTON (AP) ? Republican presidential candidate Mitt Romney says trading attacks with rival Newt Gingrich actually helps his campaign.

The rough-and-tumble exchanges help voters learn the truth, Romney says, and will prepare the party's nominee for tougher attacks from President Barack Obama in the fall.

After a decisive win in Florida, Romney is sounding confident about winning the nomination. He told NBC's "Today" show on Wednesday that "the path ahead is looking very good."

Romney said Gingrich was the only candidate who didn't call him to offer congratulations on his victory Tuesday night, even though he reached out to Gingrich after the former House speaker got a big win in South Carolina's primary. Gingrich didn't call after earlier races, either. Romney says, "I guess Speaker Gingrich doesn't have our number."

Mascot suspended in Brazil for obscene gestures

SAO PAULO (AP) -A team's mascot has been suspended for two home matches for making obscene gestures to opposition fans.

Ceara's "Grandpa" mascot was suspended Tuesday after making the gestures to fans from Ferroviario in a match on Sunday.

Local media reports that Ceara is also expected to punish the person who was inside the mascot costume.

Ceara was relegated from the Brazilian first division last year but is one of the most famous clubs in northeastern Brazil.

19-year-old dies in fall from Park City chairlift

SALT LAKE CITY?? A 19-year-old University of Utah student likely suffered a medical episode before she fell from a popular Park City ski resort and died, an official said Monday.

The woman dropped about m 30 feet from the High Meadow lift at Canyons Ski Resort just before noon Sunday, resort spokesman Steve Pastorino said.

"There was no malfunction of the lift," Pastorino said. "Other than a brief delay, the lift was not taken out of service."

Ski patrol arrived on the scene within one minute of the fall, and the woman was pronounced dead a few hours later, he said.

The woman, who authorities haven't named, was with friends on the lift at the time of the incident. The resort said she was a college student.

Pastorino said it wasn't immediately clear if the woman and her friends had been using the lift's safety bar when she fell.

The High Meadow lift serves the mid-mountain area largely leading to beginners' slopes, and ranges from roughly 15 to 50 feet off the ground.

The investigation was being handled by the Summit County Sheriff's Office, which was expected to release additional details later Monday.
